Resumo O artigo correlaciona os estudos e os autores da Economia Solidária e Social com a nova agenda de pesquisa da Cepal, estabelecendo pontos de contato, especialmente, com a Agenda Regional de Desenvolvimento Social Inclusivo e com a Mudança Estrutural Produtiva para Igualdade na América Latina. Os procedimentos técnico-metodológico foram: abordagem sistemática por meio da avaliação dos dados bibliográficos e documentais da Cepal e o campo acadêmico da ESS. Os resultados revelaram que a Cepal teria capacidade técnica, humana e material para contribuir com os avanços dos estudos da ESS, quantificando, qualificando e potencializando uma eficiência social no desenvolvimento econômico latino-americano.

Abstract The article seeks to correlate the studies and authors of Solidarity and Social Economy with the new research agenda of ECLAC, establishing points of contact, especially with the Regional Agenda for Inclusive Social Development and the Productive Structural Change for Equality in Latin America. The technical-methodological procedures were a systematic approach through the evaluation of bibliographic and documentary data from ECLAC and in the academic field of ESS. The results revealed that ECLAC would have the technical, human and material capacity to contribute to the advances in ESS studies, quantifying, qualifying and enhancing social efficiency in Latin American economic development.

Abstract This article has social developmentalism as its unit of analysis. The category of analysis is its macroeconomics. The study adopted as a methodological procedure the systematic approach by the selection, classification, and critical evaluation of bibliographic that form the theoretical framework of Social Developmentalism, especially the studies of Rede Desenvolvimentista (Rede D). The article was divided into two sections: the first presents a brief history of the building of the school and the conceptual operationalization of Social Developmentalism; the second focuses on elucidating the Social Development macroeconomics. The results of the research show that Social Developmentalism rescues the political character in macroeconomics by defending a model of macroeconomic policy and regime that is more adaptable and less fixed, but without embarking on “adventures” or “populisms.” The model, thus, contributes to the maturation of the developmentalism studies in Brazil nowadays.

Resumo O presente artigo tem como unidade de análise o Social Desenvolvimentismo. A categoria de análise é sua macroeconomia. O estudo adotou como procedimento metodológico a abordagem sistemática por meio da seleção, do fichamento e da avaliação crítica de dados bibliográficos que formam o arcabouço teórico do Social Desenvolvimentismo, sobretudo os estudos da Rede Desenvolvimentista (Rede D). O artigo foi dividido em duas seções: a primeira apresenta uma breve história da edificação da escola e da operacionalização conceitual do Social Desenvolvimentismo; a segunda seção concentra-se em elucidar a macroeconomia do Social Desenvolvimento. Os resultados da pesquisa demonstram que o Social Desenvolvimentismo resgata o caráter político na macroeconomia ao defender um modelo de política e de regime macroeconômico mais adaptável e menos engessado, no entanto sem enveredar para “aventuras” ou “populismos”. O modelo, assim, contribui para o amadurecimento do debate desenvolvimentista no Brasil atualmente.

ABSTRACT This paper aims to revisit and systematize the concepts of Economic Development and Developmentalism. The hypothesis raised by the research is that due to the historical-social procedurality of Economic Sciences, the terms Economic Development and Developmentalism can be categorized differently by epistemological and didactic option nowadays. The article opted to perform a bibliographic study. The methodological procedures for selecting the references were bibliographic research focused on the authors with historical, concrete and inductive analysis of the economy and the phenomenon of economic development. The results obtained are that the terms Economic Development and Developmentalism can be categorized differently, one as a concept used by several schools of economic thought; other as a School of Economic Thought, which has four theoretical currents (Classical Developmentalism, Social Developmentalism, New Developmentalism, Socialist Market Developmentalism).

RESUMO O presente trabalho tem como objetivo revisitar e sistematizar os conceitos de Desenvolvimento Econômico e o de Desenvolvimentismo. A hipótese levantada pela pesquisa é a de que em razão da processualidade histórico-social das Ciências Econômicas, os termos Desenvolvimento Econômico e Desenvolvimentismo podem ser categorizados de forma distinta por opção epistemológica e didática na atualidade. O artigo optou por realizar um estudo bibliográfico. Os procedimentos metodológicos para selecionar as referências foram pesquisa bibliográfica focada nos autores com análise histórica, concreta e indutiva da economia e do fenômeno de desenvolvimento econômico. Os resultados obtidos são de que os termos Desenvolvimento Econômico e Desenvolvimentismo podem ser categorizados de forma distinta, o primeiro como conceito empregado por diversas escolas do pensamento econômico; o segundo é uma Escola de Pensamento Econômico em si e que possui quatro correntes teóricas (Desenvolvimentismo Clássico, Social Desenvolvimentismo, Novo Desenvolvimentismo, Desenvolvimentismo Socialista de Mercado).

RESUMO O objetivo deste artigo é apresentar a escola macroeconômica do Novo Desenvolvimentismo e sua produção sobre a sofisticação produtiva. Os procedimentos metodológicos técnicos priorizados pela pesquisa foram bibliográficos e documentários. A metodologia é predominantemente descritiva, de modo que a pesquisa objetivou estruturar e definir o modelo teórico do Novo Desenvolvimentismo, mapeando-o. O artigo está dividido em duas seções. A primeira seção apresenta os principais preceitos do Novo Desenvolvimentismo; a segunda seção enfoca a produção da escola sobre sofisticação produtiva. Por fim, a conclusão contextualiza e explica os estudos descritos, expondo algumas hipóteses e questões.

ABSTRACT The purpose of this article is to present the New Developmentalism school and its production about productive sophistication. The technical methodological procedures prioritized by the research, in this way, were bibliographical and documentary. The methodology is predominantly descriptive, so the research aimed at structuring and defining a theoretical model, mapping it. The article is divided into two sections. The first section presents the main precepts of New Developmentalism; the second section focuses on the production of the school about productive sophistication. In conclusion, the research sought to contextualize and to explain the described studies, exposing some hypotheses and questions.

RESUMO O artigo tem como unidade de análise a Comissão Econômica para América Latina e Caribe das Nações Unidas (CEPAL/ONU). O objetivo é de investigar a atual fase de seu pensamento com forte enfoque na igualdade. A pesquisa categoriza o pensamento cepalino em duas fases distintas: a primeira, do Estado-empreendedor e método histórico-estruturalista (1948-1990), e a segunda, do Estado-gerencial e método histórico-neoestruturalista (1990-atualidade). A hipótese elencada é de que o pensamento cepalino desde 2010 se afastou da proposta de Transformação Produtiva com Equidade (TPE) - defendido, inicialmente, pelo Neoestruturalismo - e está estabelecendo uma nova concepção: Mudança Estrutural Produtiva para Igualdade (MEPI) A pesquisa optou em priorizar como procedimentos técnicos uma abordagem sistemática por meio da avaliação crítica dos dados bibliográficos e documentais sobre a temática, sobretudo os próprios documentos produzidos pela CEPAL.

ABSTRACT The article's unit of analysis is the United Nations Economic Commission for Latin America and the Caribbean (ECLAC/UN). The purpose is to investigate the current phase of its thinking with a strong focus on equality. The research categorizes ECLAC thought in two distinct phases: first, the State-entrepreneur and historical-structuralism method (1948-1990), and second, the management-State and historical-neostructuralism method (1990-present). The hypothesis is that the ECLAC thought since 2010 has moved away from the Productive Transformation with Equity (TPE) proposition - initially defended by Neo-Structuralism - and is establishing a new conception, namely the Structural Change for Equality (MEPI). The present study chose to adopt as technical procedure a systematic approach through the critical evaluation of bibliographic and documentary data on the subject, especially the documents produced by ECLAC.
